Implement community library design support

An interesting feature I thought of. Which would solve the issue of having to display custom added games on your profile, as I understand having this feature could be a problem right now because of NSFW or other things being displayed on the profile. Implement a system almost like

hydrathemes.shop where the community can upload their custom designs such as this one I did for Skate 3 below and have them approved so that they can be used to display on their profile etc.
