No download but some people have

What is the reason for the game showing that people have already downloaded it and there is no download? I updated all the links online fix etc, and still no download appears, I reported this in discord and they told me the following:

(it was cracked and is in the onlinefix source, but it doesn't show in hydra)

I would like to know if this is a bug, or the game really doesn't have a download, this was just an example, there are several games that happen the same way.
